Time-Based Parking Rates: Charging Differently Day and Night
Your lot doesn't fill up evenly. There are hours with a line at the gate and hours when it sits empty. But the rate is almost always a single number, all day long — as if a space were worth the same at 3 in the afternoon as at 4 in the morning.
Time-based rates fix that: you split the day into bands — one price during the day, another at night — and the system splits the bill on its own, with nobody doing math.
The problem: one rate for two different businesses
Almost every parking lot is really two businesses sharing the same asphalt:
- A daytime one, high turnover: the person running an errand, going to the doctor, staying two hours.
- A nighttime one, long stays: the neighbor with no garage, the person out to dinner, the one leaving the car until tomorrow.
Charging both the same means one of them is priced wrong. Either your night rate is too high and the lot sits empty after 8, or your day rate is too low and you're giving away spaces at peak hour.
The usual fix is a sign reading "night rate" and an attendant who remembers to apply it. And that's where it breaks: the one who remembers charges differently than the one who doesn't.
What time-based rates are
You split the 24 hours into bands and price each one. For example:

That's it. From there the system charges each hour according to the band it falls in, with the attendant deciding nothing.
Two rules the system enforces so nothing is left hanging:
- The bands must cover all 24 hours. You can't leave a gap between 8 and 9 p.m. where nobody knows what to charge.
- They can't overlap. Every hour of the day belongs to exactly one band.
A band can cross midnight — 8 p.m. to 6 a.m. is perfectly valid — because that's the one people use most.
How the bill gets split
The system walks the stay hour by hour and assigns each one to its band. With the table above:

Look at that last one: the car that stays overnight crosses both bands and the system sorts it out on its own. Doing that math by hand, at 9 a.m. with a line behind you, is exactly where money goes missing.
One rule worth knowing: each hour is charged based on the band it starts in. A car that pulls in at 7:55 p.m. pays that first hour at the day rate, even though almost all of it happens after 8. It's the simplest version to explain to a customer, and the one that avoids strange arguments.
The four lots where this pays off
Bar and restaurant districts
Dead during the day, packed at night. The night is worth more because that's when the demand is real. The most straightforward case of all.
Office districts and business cores
The opposite: expensive during the day, 8 to 6, when everyone is fighting for a space. And cheap at night, to capture the neighbor with no garage. You end up full 24 hours with two audiences that never collide.
Residential neighborhoods
The night is what's valuable — the neighbor parks there every night — and the day gets cheaper to pull in the passer-by who otherwise wouldn't come.
Near hospitals and medical offices
The peak is in the morning. Afternoons get cheaper so you're not sitting half-empty for half the day.
When it does NOT help you
Worth saying plainly, because it isn't for everyone:
- If your demand is flat all day, bands give you nothing and just add one more thing to explain at the booth.
- If most customers stay under an hour, nearly all of them land in the same band and the result is basically the same as a single rate.
Time-based rates pay off when there's a real difference in demand between some hours and others, and when stays are long enough to cross from one band into another.
Two things to keep in mind
It doesn't combine with the daily maximum or with courtesy free hours. If you go with bands, you give those two up. Worth thinking about first: if long stays are your business, the daily maximum may suit you better.
The customer sees the breakdown. The public ticket shows it band by band: how many hours landed in the day rate, how many at night, and the subtotal for each. When someone asks why they paid what they paid, the answer is on the ticket and doesn't depend on the attendant explaining it well.
